Toonbank is an innovative administrative system specifically designed for rechtswinkels, integrating natural language processing (NLP) technology to enhance efficiency and effectiveness. It is specifically tailored for legal aid clinics to enhance the accessibility and searchability of case information, empowering them to offer more effective assistance to citizens in need of free legal aid.

The system of Toonbank works with automatic tagging of documents, as well as with advanced searching capabilities in order to enable searching by document type, tags, case data and text. The system is user-friendly, and includes timeline and task management features. Toonbank works with the anonymization of personal data and creates automated data reports to facilitate the work of legal aid clinics. Toonbank is owned by the Raad voor Rechtsbijstand.

Goal

Toonbank's goal is creating a case information system, searchable and accessible by legal aid clinics, in order to enable them to provide better and quicker free legal aid for citizens.

Activities

  • Conducting interviews and surveys on the question: 'how can front-line legal aid services be delivered more effectively to citizens with full shopping bags?'
  • Conducting brainstorming sessions with social workers, experts and students.
  • Developing different prototypes.
  • Developing an NLP product.
  • Organizing a workshop to get acquainted with Toonbank.

Impact numbers

  • Conducted interviews and surveys on the question: 'How can front-line legal aid services be delivered more effectively to citizens with full shopping bags?'
    Between 1 September 2021 and 15 January 2022, 23 in-depth interviews took place with legal aid providers and 49 legal aid clinics participated in our survey.
  • Based on the research findings, 5 brainstorming/ideation sessions took place between December 2021 and May 2022, including 3 with social workers and experts, and 2 with students. From these sessions, 12 potential ideas for solutions emerged. 
  • We developed 3 prototypes.
  • 4 legal aid clinics involved as product testing partners.
  • 8 legal aid clinics involved by scoping and prioritisation workshops.
  • 15 legal aid clinics involved in the design phase of the case management system.
  • 95 partners for the development of the sociaal juridische kaart.
  • 154 partners involved in the product development and research.
